Letter from Winfield S. Schley, Chief of Bureau of Equipment and Recruitment to Rear Admiral Stephen B. Luce, President of the Naval War College. Schley informed Luce that his request from his1884 Apr 25 letter to employ an enlisted man as a “writer” at the Naval War College is prohibited by the Secretary of the Navy for “being contrary to law.”
