Scope and Contents

Letter from William T. Sampson, Commander of the Naval Torpedo Station, to Commodore Stephen B. Luce. Sampson concurs with Luce that an Army officer should be assigned to the new War College staff. He believed that the efficiency of both the army and navy would be “greatly increased if the officers could be brought to discuss professional matters together."

(Capt. Sampson was a member of the Board recommending the establishment of a war college at Coasters Harbor Island.)
