Letter from A. R. Yates, Commanding Officer of U.S. Training Station, Newport, R.I., to Admiral Stephen B. Luce about Mr. Sullivan, a contractor working on Coasters Harbor Island. In this letter, Yates explained how he and his authority were ignored by Sullivan and asked Luce if he claimed jurisdiction over the part of the Island where Sullivan was installing a steam pump.
