Swanson, USN, (left), of the Naval War College staff, shows part of the Naval Electronic Warfare Simulator equipment to Commander Kunijiro Saito, (center), Secretariat of the Joint Staff Council, Japan Ground Self-Defense Force, and Mr. Tomishi Dozaki of the Planning Staff of the Defense Bureau, Japanese Defense Agency. The two Japanese visited the Naval War College in Newport, R.I., on September 12, 1961. Captain Swanson is Head of the College's War Gaming Department."
