Historical Note
The Preparatory Staff course was developed at the Naval War College as five month course in 1941 that was intended prlmarily for junior naval reserve officers who had already seen some service with instructors promoting familiarity With staff procedures, the elements of strategy and tactics, and the application of intemational law to likely situations at sea. This course ran throughout the duration ofWorld War II.
