This is a notebook compiled specifically to respond to the Director, Defense Education Memorandum of 1975 Aug 13 to service assistant secretaries and the Director of the Joint Chief of Staff that requested basic background information on Intermediate Service Colleges for the Department of Defense Commitee on Excellence in Education. This report includes information regarding the Naval War College's faculty, student body, curriculum, and associated studies and research. This report focused mainly on the College of Naval Command and Staff at the Naval War College.

Letter from William T. Sampson, Commander of the Naval Torpedo Station, to Commodore Stephen B. Luce. Sampson concurs with Luce that an Army officer should be assigned to the new War College staff. He believed that the efficiency of both the army and navy would be “greatly increased if the officers could be brought to discuss professional matters together."

(Capt. Sampson was a member of the Board recommending the establishment of a war college at Coasters Harbor Island.)
