Back of photograph reads, "Admiral Manuel Zermeno, Secretary of Marine of Mexico, (equivalent to our Secretary of the Navy), inspects the Marine Honor Guard upon his arrival in Newport to pay an official visit to the Naval War College and other Newport Naval Base activities. Admiral Zermeno and his party are touring U.S. naval facilities as guests of the Secretary of Navy and visited the Newport area yesterday. Luce Hall of the Naval War College may be seen in the left background."
