The collection contains research materials accumulated by Edward S. Miller while writing War Plan Orange, the definitive work on the US Navy's war planning activities against Japan that was published in 1991 by the Naval Institute Press. Orange was the code name for Japan in US war plans. The bulk of the collection consists of copies of documents, articles, and notes taken by Mr. Miller during a twenty-year period of study involving investigations into the various the versions of War Plan Orange, the functioning of the Navy's war planning branches and divisions, and the senior naval officers involved in the process of developing the Navy's war plans. In addition to specific materials on War Plan Orange and war planning in general, the collection includes a biographical file containing information on the US Navy's war planners, a geographical file containing information on various islands in the Pacific, and a subject file containing information on such topics as aviation and logistics.
The collection also includes Mr. Miller's personal papers relating to the pre and post-publication of War Plan Orange including reviews and commentaries on prepublication manuscripts and a copy of the book itself.

Series II, Subject Files, relates mainly to the Motor Torpedo Boat Squadrons, Pacific Fleet, Navy official communications and memoranda, the Naval War College, the World War II Battle Evaluation Group, and the Naval War College Foundation. Included are letters, memoranda, telegrams, dispatches, lectures, studies, minutes of meetings, and lists.

The Manley O. Hudson Papers document the professional activities and interests of a prominent international lawyer during the last ten years of his career. The papers include background materials on several important legal cases with which he was involved as a consultant. They also contain materials relating to his tenure as a professor of international law at the Naval War College.
The collection falls naturally into three well-defined series: Legal Case Files, Subject Files and Miscellany. The Legal Case Files consist of correspondence, briefs, motions, reports, compilations of laws and published articles regarding the California Tidelands Case (1941-1952), which was argued before the Supreme Court, the formulation of a United States Oil Policy during World War II, and the Anglo-Egyptian dispute (1947) concerning the purported violation of Egypt's sovereignty by Great Britain, which ultimately went before the United Nations Security Council. The Subject Files portion of the collection contains correspondence, memoranda, notes and official organizational reports regarding the publication of the seventh volume of International Legislation and the study of international law at the Naval War College. The third series, Miscellany, consists of career-related ephemera, including newspaper clippings, programs and photocopies of articles.
