Notebook maintained by Lt. Comdr. Charles O'Neill while receiving instruction on torpedoes at the Naval Torpedo Station in Newport, R.I. In this volume, O'Neill summarized the weekly instructions and created diagrams and drawings to illustrate parts of the lessons.

Also included are journals and letterpress copybooks kept by past NWC presidents Charles Stockton and French Chadwick.

The handbook describes safety precautions and how to manage machinery used to make weapons during World War II. On the first page is the name "Charles Salts," signed in pen and it is assumed that this book belonged to him.
